in 1996 Bill Clinton was President and Madeleine Albright prepared to become Secretary of State. At that time Albright helped Kagame with the support of Susan Rice to "balkanize" the Congo. When Kansteiner was Assistant Secretary of State with Colin Powell  from June 2001 until November 2003 the to policy to attach the Kivus to Rwanda had been stopped with the help of Condoleezza Rice. Albright and the Clintons - see Clintons recent visit in Kigali - continue against President Obama to help Kagame to create the "Tutsi-land" in eastern Congo.
I understand that some people try to attribute all evil to "the  Bushs". But historical facts should be recognized. Don't forget: It was Condoleezza Rice who stopped Nkundabatare in 2009 to take Goma.

 The Bushman, (Kansteiner) foresaw creating separate Tutsi and Hutu states after such a drastic population shift. It should be recalled that the creation of a Tutsi state in eastern Congo was exactly what Rwanda, Uganda and their American military advisers had in mind when Rwanda invaded then-Zaire in 1996, the same year Kansteiner penned his plans for the region.
Since then, we have seems what has become a familiar and dramatic scenario, repeated again and again: "Tutsi rebels" attacking the Congo, then population shift. Bantou and Tutsi (or rwandaphones) heading west for the first, and east for the second group.
Those so called rebels are actually a masquerade for Rwanda and Uganda invasion of the peaceful B'N TU (bantou) population of the Congo, trying to apply the Bushman agenda.
Then peace deals are brokered (always same stupidities) and among the deals, privileges for the Tutsi killers, and .., the return of the ... Congolese refugees to their lands.
Those refugees are always, the ones in Rwanda and Uganda. During the application of the brokered deals, as always, the "rebels" promoted "generals, politicians, intelligence agents" in Congo takes the opportunity to make then "drastic population shift" of Rwandan (Tutsis) into Congo. And the beat goes on... until the next rebellion...
A real holocaust has been perpetrated that way...!  A western sponsored holocaust.
 In a 23 August 1998 Pittsburgh Post-Gazette article, (Kinshasa was under attack by a Tutsi coalition from western Atlantic coast),  Kansteiner stated that the `breakup of Congo is more likely now than it has been in 20 or 30 years'.
We are approaching August 2nd, 2012.

Congolese have been requested to go for 3 days prayers! We will pray for them and for our Country, our God's gift.
If those "Congolese refugees" in Rwanda are B'N Tu victims of the barbaric western proxies in "paradise turned hell" by the bushman and the likes, they will come back home.
If they are the invaders, or victims of Kanteiner ideology, well, they are only back home in Rwanda. They are not refugees and no one has the right to label them as such.

Congolese refugees are still streaming into Rwanda in their hundreds. the greater bulk of congolese refugees have been meagerly encamped in rwanda since 1995.

Congolese nationals have continued to cross into Rwanda through La Corniche border post in Gisenyi Sector, Rubavu District in Western Province, Frederic Ntawukuriryayo, Public Relations Officer at the Ministry of Disaster Preparedness and Refugees Affairs, has confirmed.He said though the number had reduced compared to the last three month, more Congolese from North Kivu are gradually crossing into Rwanda seeking protection from the ongoing conflicts.“Yesterday we received 87 refugees and more are coming almost every day and they continue to come as we look for other areas to resettle themâ€�, he said.So far   11,424 have been relocated to Kigeme camp in the Southern Province and 2,995 are still being hosted at Nkamira transit centre in the Western Province.  On the capacity of the camps, the official observed that the government was planning to either extend the Kigeme camp or relocate the refugees to Nyabiheke camp in Gatsibo District, Eastern Province. Fresh clashes between the DRC’s military and a group of mutineers calling themselves M23, erupted in mid May and tens of thousands of residents fled to Rwanda and Uganda. The mutineers accuse the Kinshasa leadership of failing to adhere to a 2009 peace agreement.
