Kagame n'a jamais été content que le Burundi est reste francophone au sein de la Communauté d'Afrique de l'Ouest. Apres avoir supprime le Français au Rwanda,  Kagame espérait que ce soit la même chose au Burundi. Aucun Président du Burundi n'a jamais été Président en exercice de la Communauté d'Afrique de l'Est justement a cause des problèmes de langue . Le Burundi avait préféré que le Français soit aussi la langue officielle de l'organisation. Kagame s'y est toujours opposé.  Kagame cherche donc a installer au Burundi quelqu'un qui devra lever ce problème et qui procédera aux changements nécessaires pour que le Burundi adopte l'Anglais comme langue officielle  et entre dans le Commonwealth. Nous savons que le Burundi avait déjà fait une demande pour rejoindre le Commonwealth.

Il est bien  clair que Kagame a soutenu le coup d'Etat qui vient d'échouer.  Tout était planifié en collaboration avec Kagame : le coup, les démonstrations et le départ en masse pour le Rwanda des Burundais comme refugies pour montrer a la communauté internationale que la situation au Burundi doit changer et devient intenable.
 
Kagame veut un régime au Burundi qui l'écoute, qui va remplacer le Français par l'Anglais dans l'enseignement et l'administration, un régime qui parle Anglais pour bien participer a la communauté Economique d'Afrique de l'Est.
 
Le problème c'est que le Burundi n'a pas reçu des aides Britanniques pour  remplacer le Français par l'Anglais. Mais avec un nouveau régime , cela pourrait changer commis promis aux putschistes par Kagame.
