Why Louise Mushikiwabo cannot do anything about human rights abuses, killings and disappearances and dictatorship in Rwanda?

Mushikiwabo was appointed by Macron, the dupe, Jeune Afrique and Kagame to ease tensions between Rwanda and France.  These tensions are still alive. They will even be stronger when Mushikiwabo leaves her  current job.

Mushikwabo cannot do anything about the killings in Rwanda. She is incompetent. She said that without Kagame, she would not  have been what she is now.  Mushikwabo has never  applied for a job, passed an interview, written  her own  CV. She has been always appointed by someone from Kaberuka to Macron, the dupe.
