Génocide des Arméniens (1915-1916), génocide des Juifs (1940-1945), génocide des Tutsi (1994) : la « Communauté internationale » ne pouvait plus rester inerte.
Adoptée en 1948 par l'ONU, la Convention pour la prévention et la répression du crime de génocide a permis l'instauration, dès 1995, du Tribunal Pénal International sur le Rwanda. Quel bilan ? Qu'en est-il des autres tribunaux : ceux qui se réclament de la compétence universelle ; les juridictions régulières de l'Etat rwandais et les Gacaca, issues des coutumes du pays ; les tribunaux réguliers des autres pays ? La seule justice peut-elle tout régler quand on connaît l'impact désastreux de cette tragédie dans l'Afrique des Grands Lacs, en particulier en RDC ?
